Ok I just wanted to know what the highest MINIMUM damage on an axe is. This is because I know that a max damage axe is supposed to be 6-28. However, when I was griffon farming the other day, I found a 7-21 battle axe. Granted, it's not max damage but I just found it weird because I usually found axes with 6 as the minimum damage and as the max damage for an axe is 6-28, why isn't it 7-28 instead then?

So I'm just wondering if it's normal to find higher minimum damage axes than the "max damage".

Yes, on non-max axes you can get a 7 base minimum damage. For max axes you can't.
